Membership
Membership in the MTHRMA is $25.00 a year and is collected in January. Below are the requirements for membership:
The membership shall consist of Regular, Associate, Honorary and Student members as defined below. Application for membership shall be made through the association. Annual dues shall become payable upon joining the association. Student members shall pay one-half of the annual dues.
Regular Members: Professionals and managers responsibly engaged in the practice of human resources administration and faculty members of accredited educational institutions who hold assistance association or full professorial rank in personnel administration or any of its specialized phases. Full-time consultants are also eligible for membership.
Associate Members: Persons not qualifying for Regular membership who demonstrate a bona fide interest in human resource management. Associate members may not vote or hold an elected office in the Chapter.
Honorary Members: Any member in good standing at the time of retirement from active employment in human resource management.
Student Members: Individuals who are actively enrolled in human resources degree programs at the college or university level. Student members may not vote or hold office in the Chapter.
In order to maintain an affiliation with SHRM, a minimum of 30 percent of the total chapter membership or ten (10) chapter members must be current SHRM members.

Chapter By-Laws
Article I - Identification
Section 1: Name. The name of the organization shall be the Mid-Tex Human Resource Management Association.
Section 2: National Affiliation. The Mid-Tex Human Resource Association, hereinafter referred to as the association, shall be affiliated with the Society for Human Resource Management, hereinafter referred to as SHRM.
Article II - Purposes
The purposes of the association shall be as follows:
(f) To provide assistance for the professional development of its members;
(g) To provide leadership by establishing and supporting standards of
excellence in Human Resources Management;
(h) To provide the impetus for research to improve management techniques;
(i) To serve as a focal point for the exchange of authoritative information;
and
(j) To make the general public and business community aware of the Human
Management field to create a better understanding of its functions and
importance.
Article III – Membership

Article IV - Meetings of Members
The association will meet monthly.
Five (5) voting members present at any meeting shall constitute a quorum. Such quorum may, by majority vote of the members present, transact any business which may properly be brought before the meeting, except as otherwise indicated in these By-Laws. A meeting may be adjourned or recessed by majority vote of the members present whether or not a quorum is present.
At all meetings of the members, the President, if absent, the Vice-President, shall preside as Chairperson. In the absence of said officers, the Chairperson shall be elected by a majority of the members present.
Every Regular and Honorary member of the association in good standing will be entitled to one vote on any matter of the association's business to be acted upon by vote of the membership.
Article V- Board of Directors
Election of officers shall be held during November to be effective at the beginning of the following calendar year (which is January to December).
Each officer shall be elected on the basis of plurality of votes cast for the officer. In the event of a tie vote, successive balloting shall be conducted until one candidate receives a plurality.
The elected President of the association must be a current member of SHRM , to comply with SHRM bylaws.
All elected officers shall be expected to hold their office and faithfully discharge it's duties until the end of the term. In the event that an officer is unable to complete his/her term in office, a new election shall be held to fill that office as soon as is conveniently possible for the association.
Article VI - Statement of Ethics
The Chapter adopts SHRM’s Code of Ethical and Professional Standards in Human Resource Management for members of the Association in order to promote and maintain the highest standards among our members. Each member shall honor, respect and support the purposes of this Chapter and of SHRM.
The Chapter shall not be represented as advocating or endorsing any issue unless approved by the Board of Directors.
No member shall actively solicit business from any other member at Chapter meetings without the approval from the Board of Directors.
Article VI - Chapter Dissolution
The Chapter may be dissolved by a majority vote of the voting membership. Upon dissolution, the assets of the Chapter shall be used to pay all debts and obligations of the Chapter, and any remaining assets will be donated to a qualifying 501(c) (3) not-for-profit organization selected by a majority vote of the Chapter.
Article VII- Parliamentary Procedure
All Parliamentary procedure shall be governed by Robert's Rule of Order unless other wise specified.
Article VIII - Amendment or Revision of By-Laws
The By-Laws may be amended or revised by a majority vote of the association
membership.
